Robert Holifield is the former Staff Director of the United States Senate Committee on Agriculture, Nutrition, and Forestry. In this role, he served as the principal advisor to Chairman Blanche Lincoln and managed a staff of 35, which carried out the legislative and oversight responsibilities under the Committee’s jurisdiction. During his tenure, Mr. Holifield helped develop multiple legislative proposals passed by Congress and signed into law.
Among these successful legislative efforts were Title VII of the Dodd/Frank Wall Street Reform and Consumer Protection
Act relating to financial derivatives, and the Healthy Hunger-Free Kids Act, (which provided the first increase in the federal reimbursement for school lunches since 1973 and for the first time requires nutritional standards for all meals served in schools).
During his career, Mr. Holifield also served as the Staff Director of the Senate Finance Subcommittee on International Trade, Customs, and Global Competitiveness. In this role, he attended classified briefings conducted by the Office of the United States Trade Representative relating to ongoing international trade negotiations. Mr. Holifield accompanied several U.S. delegations to multilateral and bilateral trade discussions; including two World Trade Organization (WTO) ministerials.
Before his tenure in the Senate, Mr. Holifield worked for three Commissioners at the Commodity Futures Trading Commission (CFTC) and most recently served as Deputy Chief of Staff to Chairman Gary Gensler. In this role, he attended classified market surveillance meetings and advised the Chairman on all matters coming before the Commission and pertaining to the duties of his office.
Additionally, Robert worked on the staff of Senate Majority Leader Harry Reid where he led Rural Outreach efforts at
the staff level for the Democratic Caucus. During the Presidential election of 2008, he was involved on the Presidential Transition Team where he assisted U.S. Department of Agriculture Agency Review Leader Bart Chilton. Mr. Holifield also assisted in the Presidential Transition by serving as co-lead on the confirmation team for CFTC Chairman Gensler.
Today, Robert is the co-Founder and a Principal of Lincoln Policy Group. a consulting firm that assist its clients
in successfully navigating the legislative and regulatory bureaucracies of the federal government.
Robert received a BA from Arkansas State University and an MBA from Georgetown University.
